to an Officer provisionally appointed to a Vacancy - a practice which acts very unfairly upon a person appointed in this country to the situation, when he is put to serious expense in reaching the post, there being no passage allowance, or other relief afforded. If Mr. Stiche had been confirmed by Lord Gile, he would have been entitled to the full Salary of the Office, but not being so, he can only claim half.
I think it right in this view that the over payment which should be recovered from The S. is offences will serve to pay.
